Logistic and Purchasing Officer (part-time)

 HELVETAS is the largest Swiss nongovernmental organization with a dual mandate for long term development and humanitarian response. It has been present in Moldova since 2018 implementing projects in the field of market systems development in the field of agriculture.

Contract period: 6 months
1. Organisational Integration
Staff category: National staff
Location: Chisinau, with occasional travel in the country

2. Overall Objectives:
a) Ensure procurement/purchasing is timely, effective, transparent, and in line with organisational and donor requirements
b) Ensure tracking of stocks and inventory of both programme materials and office assets
c) Ensure proper management of vehicle(s) and transportation services
 
3. Main Tasks (derived from objectives)
In coordination with the programmes and support departments, ensure procurements are performed and relevant procedures are respected

  1. Upon request, realize purchases for programmes in a timely manner
  2. Monitor consumables in the office and ensure uninterrupted supplies (toner, paper, stationary, hygiene materials, etc)
  3. Ensure proper procedures are followed and documentation of all purchases are subsequently archived
  4. Mitigate risks of fraud/misuse of funds through rigorous purchasing procedures/identification of potential opportunities for corruption
  5. Identify and suggest improved procedures to increase transparency/accountability, where possible

Maintain an up-to-date registry of stock and assets for programmes and office use

  1. Maintain and establish inventory tracking for programme materials
  2. Monitor levels of consumable goods in the office and perform purchases to avoid gaps
  3. Maintain an up-to-date registry of office assets/durable goods (furniture, IT equipment, etc)
  4. Ensure proper functioning of office area (i.e. identification and request for maintenance)

Guarantee proper fleet management and needed transportation for staff

  1. Ensure proper maintenance, up to date registration and insurances, and a satisfactory general condition of office vehicle(s)
  2. Track movements and availability of vehicle(s)
  3. Track and approve fuel use and purchases
  4. Organise transport outside of office vehicle(s), when requested/needed

Basic Education
 Bachelor’s degree in Logistics, Procurement, Supply Chain Management, or other relevant qualification
 Skills: Mandatory

  • Knowledge of local markets in Moldova and surrounding countries
  • Good Analytical Skills
  • Computer proficiency
  • Organized, methodical, and flexible when needed
  • Good interpersonal relationship skills
  • High sense of initiative and proactivity

 5. Professional experience
Mandatory

  • At least 1-3 years of experience in one or both of the following fields:
    • Purchasing and procurements
    • Fleet management

Desirable

  • Donor-funded organisational experience
  • Office management
  • Occupational safety management experience

 6. Languages
English: at least B2 speaking, reading and writing
Romanian and/or Russian native speaker
7. IT skills
Proficiency in Microsoft Office products (Word, Excel, PowerPoint, Outlook, Teams)
